City Council Committee Clears Path for Chinatown Casino

At a rare Saturday public hearing, a Philadelphia city council committee voted to send to the full council zoning legislation for a proposed Foxwoods Casino in Center City.

There were 60 witnesses to speak before the rules committee; it got heated at times, as most in attendance were opposed to the casino's proposed location at The Gallery Mall near Chinatown (see previous comprehensive coverage).

The hearing was lead by city council president Anna Verna.  Andrew Altman, Deputy Mayor for Planning and Economic Development, was first to give testimony:

(Altman:) "We must discuss the introduction of gaming into the fabric of Philadelphia by taking into account a more comprehensive land use plan for the area. 

(Outburst:) "Put it in your neighborhood then!"

(Verna:) "Nope.  We are not going to tolerate that.  We will respect you. We are asking that you respect us.  Thank you."

Before the hearing, more than 500 people against the casino rallied outside City Hall before making their way inside, many chanting and holding prayer circles.

Foxwoods has yet to present actual plans for a casino at The Gallery.  When it does, the Planning Commission and city council will cast separate votes, and that may not happen well into next year.
