A city councilman says Philadelphia's ban on letting teens buy spray paint is being ignored, and he's proposing a new way to enforce it. 

"Graffiti is out of control in the City of Philadelphia."

Councilman Darrell Clarke says it's out of control because stores too often ignore the ban on the sale of spray paint to minors.
 
So, he has introduced a bill that would require scanning of driver's licenses or other proof of age for any spray paint purchase in the city:
 
"Unless that information is inserted through the scanner into the register, the product will not register, so therefore there cannot be a transaction."
 
The bill goes to committee. Clarke wants the same electronic barriers for the sale of cigarettes and alcohol, but that would require matching legislation in Harrisburg.
