Officials Charge Alleged Ringleader of Massive Phila. Insurance Fraud Scheme

The alleged mastermind of an insurance scam that also involved a Philadelphia police officer has been charged with conspiring to fake accidents that officials say brought in more than $1 million in claims.

District attorney Lynne Abraham says the January arrest of former Philadelphia police officer Deshane Riggins led to 38 more arrests, and now they've nabbed alleged ringleader Wallace Morris, 42, who goes by the nickname "Pops."

"He is charged with 187 counts of insurance fraud, bribery, conspiracy, perjury, theft, and related offenses."

Investigators say Riggins, 28, is now cooperating with authorities. They believe he and Morris created fraudulent insurance claims by calling on friends, family, and hangers-on to stage automobile accidents and phony personal injury claims.

DA Abraham says the investigation is ongoing:

"Lawyers would give him money for every client claimant that he would bring into an office."

Abraham expects future charges against lawyers and doctors, as they sort through more than 250 suspicious insurance claims and nearly 600 accident reports.
