A shouting match erupted Thursday between the top two leaders of Philadelphia City Council, at odds over a land transfer.
The battle involved Council president Anna Verna and the majority leader, Jannie Blackwell.
Blackwell was furious over Verna’s refusal to allow a vote on a bill involving a district that currently has no Council member:
BLACKWELL: You want to wait for an elected official to come in whom you support. That’s not the law, Madame President.
VERNA: That is not my position and you know it.
BLACKWELL: Absolutely it is. Apparently it is.
VERNA: We are not going to argue the point…
BLACKWELL: But I am going to argue the point!
The heart of the battle is the transfer of some land to a church in Blackwell’s district. But the land is in a district that no one now represents, following Michael Nutter’s resignation.
