Philadelphia police say a knife-wielding man shot to death by officers early Sunday is the same person responsible for two weekend break-ins at City Hall.
Police say 26-year old Charles Kelley broke into the City Hall offices of Pennsylvania Supreme Court the over the weekend by climbing outdoor scaffolding and smashing an exterior window, then made his way to an office of the City Council president and broke in there (see related story).
Police captain Daniel Castro:
“This guy went on a rampage and broke into both offices, 450 and 405. While he was here he took a bible and a knife. After that he did some issues at 9th and Market, and went on a rampage there.”
That confrontation at 9th and Market Streets ended with Kelley, wielding the knife from Verna's office, shot to death by police (see related story).
Castro says religious rhetoric written by Kelley was found in both offices and on his body.
Members of Pennsylvania's Supreme Court use the area's conference room and library during periods when they are in session in Philadelphia. The next Philadelphia session of the court is scheduled for April.
