The Delaware House Public Safety Committee has released a bill to the full House to ease requirements for obtaining a permit to carry a concealed weapon.
At the moment, someone seeking such a permit must convince a state judge that it should be issued. House Bill 359 would remove the necessity for the applicant to prove a need exists.
State Representative Deborah Hudson is the primary sponsor.
"First they must take a gun safety course. Than they must post their interest in getting the weapons permit in the newspaper. They must have five people in their county send a good character reference on their behalf."
A judge would still issue the permit but would have to explain any refusal.
The measure has the support of the N.R.A. There is opposition. It remains to be seen if it's strong enough to derail the bill.
Thirty-eight states, including Pennsylvania, have such legislation.
