City Council Demands Faster Hiring for Recreation Dept. Positions

City Council members were fuming on Tuesday after learning that the city's recreation department is heading toward the summer with 10 percent of its positions vacant.

At a hearing, recreation commissioner William Carapucci admitted that his department has 57 vacancies out of just over 500 positions, as the department prepares for warm-weather crowds at rec centers and pools. 
 
City Council members were livid because they appropriated money for the jobs but the hiring hasn't happened. 
This is Council president Anna Verna:

"This has got to stop. It's got to stop. And it's going to stop soon. With the summer coming on, to have all of these vacancies absolutely makes no sense to me whatsoever."

Carapucci blamed the vacancies on bureaucratic delays, since each new hire must be approved by the city's budget office.
