US senator Bob Casey (D-Pa.) was in Philadelphia on Monday morning to talk about early child care education, and the need for increased funding and accessability for all children.
Casey (in file photo at right) is introducing a bill which would provide $10 billion for high quality child care. He says that when parents work outside the home, they shouldn't have to worry about the quality of care their children are receiving.
He adds that too many eligible children aren't getting good care:
"We have 13½ million children who are eligible for federal child care assistance and don't get it. That is an abomination, it's an embarassment, it's a black mark on America."
Casey's bill, called the "Starting Early, Starting Right Act," would provide funding to get children off waiting lists and increase the pay and training of child care educators.
