Nutter Acknowledges Difficulty of Prosecuting Those Who Distributed Race-Baiting Fliers

Philadelphia mayor Michael Nutter says he understands why the city's Human Relations Commission will not take action against a hate group that posted race-baiting fliers following a police officer's murder.

The posters appeared in Port Richmond and nearby neighborhoods. They featured the picture of Sgt. Stephen Liczbinski along with racially-charged statements about his killers.
   
The Human Relations Commission says no laws were broken, and Mayor Nutter accepts that:

"Much as we don't like some things, we can't always chase after people legally for things we don't like."

Nutter does see a silver lining to this:
 
"What is most heartening here is that citizens in the communities where these fliers showed up were the first ones to express their outrage about the fliers.  And I think that says a lot about Philadelphia."
