For the second time in three years, some city council members are trying to ban grocery store plastic bags.
Councilmen Jim Kenney and Frank DiCicco first tried to ban plastic bags back in 2007, and Kenney says they backed off after retailers and the chemical industry vowed to educate the public:
"They had promised that they were going to conduct both a recycling program and an education program, and they didn't do any of it."
So the two lawmakers have re-introduced their proposal to ban plastic bags at large grocery stores or pharmacies. If that plan doesn't fly, DiCicco has another idea: a quarter fee for using the bags:
"You can either pay the 25 cents, or take your own bag to the supermarket, the pharmacy or wherever you shop."
Also in the mix is Kenney's revived bill to ban Styrofoam.
